They have not done a good job enforcing current regs.
Pier fishing should require a license even more than surf fishing because it's those people who do not know nor care about the regs and just remove everything they catch.
They are not even looking at pollution. Actually looking the other way.
Example:
They can enforce the boats pretty easily.I know commercial boats carry some gps tracking that will send an alarm to DFG if the boat enters certain areas.

This reminds me.Once I was out collecting Muscle for bait, your allowed like 5lbs,something like that. When I was collecting it there were two guys with gunny sacks full of muscle,I'm talking like 100lb. a sack or more.I jumped in my car and drove for about 15min. until I found a Game Warden.Took him back to the spot and watched him write them up and confiscate there catch. That felt good.

Poachers run amok. It seems DFG is concentrating their efforts on bug poachers this year.

I agree that shutting down all of Zuma seems strange. There was all kinds of "horse trading" going on between the various user groups. Apparently the fishing reps didn't argue very strongly to keep Zuma open.

DFG hasn't had sufficient funds for anything for many years. It's just like public education -- the public doesn't value it enough to make their representatives make changes. One argument for using protected areas is that the public helps with enforcement -- it's obvious when someone is breaking the law -- they are fishing where they shouldn't be. So the public calls DFG, the lifeguards, or whoever. Usually they are cross-deputized to enforce DFG laws.

Yes the lifeguards have stopped me before when I was entering a no fishing area which was fine but I was just walking back to my car.

I know, it gets complicated. I'm sure you know that if you launch a kayak or other boat at La Jolla Shores it's legal to have fishing gear with you if you leave the reserve you are launching in to to go fish somewhere else. Makes enforcement challenging, too.

I haven't been surf fishing in about 3 years but I never saw more than 2 to 3 people at one time fishing .I can't see how they have much impact .

In Laguna they got a few spots, but the Zuma guys got totally screwed.

Of all of the fish we have caught, the tastiest were the ones in that size. Smaller ones did also taste good but a problem to fillet. Largest we filleted was 38 pounds and it didn't taste as good as the 3 pounders. enjoy.

I don't eat them, just catch, photo, and release. The only fish I'll keep are leagal sized halibuts caught in areas with relatively clean water.

I haven't for many years. I used to walk all the way out on the King Harbor breakwater to flyline frozen chovies for Bonito and bass.

I have tried casting close to the small jetties in Santa Monica but the sand builds up there making it too shallow for the fish to ambush the bait. It's better to look for holes and troughs in the surf.

We do have a spot in Malibu that has rocks and I have a hand drawn map showing where the halibuts sit and wait. Need to hit up that spot!
