DFG hasn't had sufficient funds for anything for many years. It's just like public education -- the public doesn't value it enough to make their representatives make changes. One argument for using protected areas is that the public helps with enforcement -- it's obvious when someone is breaking the law -- they are fishing where they shouldn't be. So the public calls DFG, the lifeguards, or whoever. Usually they are cross-deputized to enforce DFG laws.

Yes the lifeguards have stopped me before when I was entering a no fishing area which was fine but I was just walking back to my car.
