Maybe leaf miners? Try fertilizing just a tad more to promote more foliage and hope for the best. Leaf miners don't attack the fruit. Or, get out the spray (pick your poison!).

Here in Mexico, either bags or newsprint is used. It is tied at the top with twine and the bottom is rarely seen closed. It is mostly done here to prevent bruising by contact with leaves or stalks.

My rule of thumb is, do nothing for quite a while. If you do anything you have proposed, you will re-stress this compromised tree. Don't get the tree into your quicky fixit time frame.
