Maybe leaf miners? Try fertilizing just a tad more to promote more foliage and hope for the best. Leaf miners don't attack the fruit. Or, get out the spray (pick your poison!).

cut stems and put them into a clean/moist mixture...like sand and a bit of soil.

keep damp and shaded...do maybe 20-30 stems and hope to get maybe 15 starts...
