I ordered seed for p. vitifolia, p. amethystina, and p. decaisneana from 'ButterflyWorld' with no problems. If I had ordered a plant, I would have needed an import permit. In the case of seed, since there is no soil involved, it is treated differently.

I have also ordered seed from other Seed Companies on-line, and it also came in with no problems, no permit, and was clearly marked as seeds.

Well, I ordered it, it was sent, and there was no problem. Perhaps it is permitted under certain conditions. The seed had no parts of the plant with it, and they looked quite dry. I already know not to attempt to order any P. mollissima since it is considered a pest here. We already have P. suberosa, P. mollissima, P. quadrangularis, P. edulis (yellow and purple) growing here. If you don't wish to, I understand; I'm just saying I've ordered from legitimate companies, and gotten seeds. One company just last week sent me a seed catalogue for another order. (heirloomseeds.com)

Oh, regarding ebay, some folks just don't want to bother sending to Hawaii. Also, I don't buy stuff of ebay anyway. If I wish to order something, I check to see if they say no shipping to Hawaii, or only ship to the continental US, or just to the contiguous states (which excludes Hawaii and Alaska). Some places just don't wish to bother with it since it is easier for them not to do so, not necessarily because it would have been illegal.

I'm not trying to get anyone in hot water, and I don't work for the 'Ag' dept., I'm just trying to grow something besides all the p. suberosa, and p. edulis that is all around my garden.

have got to order me some i guess..
ive been saying for awhile..and get on to other projects..but those
vines/esp flowers are super..

I hear you. My friend just bought a house near us and I'm envisioning all the plants I could plant in his yard! But I don't think he'll go for that. And he doesn't like passionfruit.

I have no choice but get rid of some of my citrus , figs,palms,bananas,dragon fruit,pineapples to make room for passion vines.

Maybe, but unfortunely that depends on local politicans. They all just talk about that but all stops when they need to support domestic production
