Oh, regarding ebay, some folks just want to bother sending to Hawaii. Also, I don't buy stuff of ebay anyway. If I wish to order something, I check to see if they say no shipping to Hawaii, or only ship to the continental US, or just to the contiguous states (which excludes Hawaii and Alaska). Some places just don't wish to bother with it since it is easier for them not to do so, not necessarily because it would have been illegal.
I don't know how it works .I only know what the regulations say.
