I planted 2 Basjoo's last year that each produced 2 pups before winter. They have already begun to grow again this year and the 2 pups on each plant are just growing wild and the original plant seems like it is being slow. Is this normal and will the mother plant eventually take off?

It is not uncommon for first generation pups to overtake the parent. The parent has often been uprooted, or been stunted by being in a pot too long, or had some other form of stress which will manifest itself in less vigorous growth, shorter height at bloom, smaller fruit, etc. Nothing to get excited about.
