Well, this is a mind bender lol. The plunger seems to be an important part of the whole thing... it is supporting the trash can on the open end... thus I guess that the trash bin will serve as an initial support for the framework. You will build around it to make the trough portion for this type of planter:

I'm going to kick myself if it's the hypertufa b/c I've been building them myself lately and I was thinking "plastic trash can = possible hypterfua mold" lol. Sounds like a good guess to me.

It's to bend the wood used for a planter box. Instead of a 90 degree corner.
Or It's used to bend wire you will put on the bottom of your bed to prevent critters from eating your plants.

It is to make a wire basket to sift soil and or mulch for the raised bed. The wire will collect larger debre and only fine soil will go through.
Or You are making topiaries and the wire can be molded around the garbage pail.

It looks like a dual action highly sensitive listening device pointed at the North Pole to detect a fat man in a red suit and eight reindeer with a sleigh full of goodies and doubles as a collection device for fertile reindeer droppings. Not sure what the hammer's for.

You are going to use it to bend metal, not wood. Metal sheeting will be fashioned around it, hence the rubber hammer. Something like this:

Klunge is a local slang word in Washington DC, used to describe those who are temporarily resident in the city, but are not on an internship etc., usually international academic researchers.
