For year-round outdoor growing, zone 10b is about it for growing a good tasting dessert banana (banana in U.S.) or cooking banana (plantain in U.S.). In zone 9b you can sort of get away with growing Orinoco or the expensive variant "California Gold" but really ... not that much better than store bought bananas.

IF you are willing to overwinter your bananas in a greenhouse or somehow dormant in your garage, then the possibilities are larger. But be warned that bananas won't always flower and fruit at acceptable times, consequently on average half of your harvests will be thrown away if you opt for "dormant storage".
