Definitely dilute the bleach.

You're going to want 6% sodium hypochlorite bleach. Concentrated will be 8%, and for the love of all things good, don't buy scented or splashless bleach as these contain additives.

I'm only familiar with pool math, and your tap water is probably starting around 4ppm. My guess is 2 parts bleach to 9 parts water will make something around 12ppm which is plenty for killing fungus without doing long term harm to the plant.
