Every version of Windows comes with a program called "Paint", which you can use to shrink your photo. I suggest that you shrink it to 1024 pixel width because that fits nicely on people's screens, and save it as a JPEG, extension ".jpg", which will result in a file size of around 130 KB.
Or, you can use my free image processing software which is much, much more complicated but produces better results (see my profile).
Update:
I tested Paint by shrinking one of my photos to 1024 width and saving as JPEG. The file size was 235 KB, which means you probably will either have to shrink your photo more or use another program that uses more compression. Many programs, including mine, allow you to set the compression level, but, not Paint. But, that does make things more complicated.
