Default M.lasiocarpa, pup vs bloom

So far I've had Mussela lasiocarpa for about 4 years and it won't bloom. It has produced many nice pups in that time, and regrown them quickly. I have also let my other ones just be without taking pups off, but they never seem to want to bloom(just more pups). On two of my plants the pups are almost as big as the original plant.
Would it increase the chances of a bloom if I killed any new pups? What would be the best way to kill them?
I use bloom fertilizers, and nitrogen on them.
