You've subjected them to sub-45F temperatures. Their growth in the ground will now slow to a crawl until you have several continuous weeks...

The weather when it gets above 90F slows things down, but they still chug along. My guess is it's still a little too young. I know here in zone 9b they take close to 18 months to flower.

I just looked farther back through your flicker pictures and I think I saw your one year old photos. A year ago the plant was about 2' tall? If so that sounds about right.

I saw the pics no problem. To be honest it doesn't look like much growth. It looks happy and healthy.
This summer I would fertilize monthly and make sure it has enough water. And keep the mulch...
