Exclamation Tiny bugs on stem under old leaves. Can someone identify?

In South Florida. Does anyone know what these bugs might be (other than the ants?). Are they harmful? How do I get rid of them? These are 2 different trees but I think it’s the same pest? They were both under the top layer of leaves on the trunk that were starting to dry up. Thanks all!

Hard to tell without a close-up image, but it's likely either whiteflies or aphids. Can spray with horticultural oil as an organic treatment, shouldn't be too much of an issue if you keep the population under control.
