The real 'Ice Cream'! you seem to accept that "real pests" were being transported around the world without any formal inspection. This could be happening hundreds of times a day, so who is going to be responsible for the people who are not responsible.
The Coqui provides a benefit and the Banana Weevil is a major pest.
