Sorry for the bad luck and hassles, Chong.

I heard the same sort of thing about insurance from USPS around 6-7 years ago, that only the sender could file the claim. In my case, it was many place settings of China and the seller did a terrible job of packing and several items broke. On top of that, the seller kept promising to file a claim but never did and then just said I had got a good enough deal as it was. By then, it was too late for me to file negative eBay feedback as well but it just wasn't worth me wasting my time further on it.

I hope you're able to get the plants to survive.
