If you plant some tarragon in with the peppers, the deer may leave them alone.
One anecdote does not data make, but I had problems with deer eating my herb garden.. until they got to the tarragon. They trimmed the top off, and the tracks said they went straight from tarragon to fence. They didn't come back.
Apparently, tarragon is not delicious to deer.
