European is according to my definition anyone who lives in a geographical land as described by thousand years of history, stretching from Portugal to Istanbul and Ural, from Cyprus to southernmost parts of Norway. The fact, that you are not in EU doesn't make you a third world country...
There are many cons to being in EU as well.

Corms only hardly, but the whole plants can be bought from various people/shops in the Europe, they can be traded for with other members and of course imported, such as my PK. Seeing as it is, I think I might have been too lucky with those Pahari Kela...
