My citrus used to get attacked pretty badly by leaf miner. I now make the major feeding of the plant a little earlier so that the growth flush happens before the citrus miners become active.
I don't know if you have the climate to be able to feed a little earlier in the hope of beating the leaf miner.... just a thought on another way to try...
