In Musa, if you chop the meristem it will encourage the growth of the other meristems that are already there around the corm (axillary buds). With Ensete they only have one meristem with no axillary buds, so it can only attempt to regenerate itself, there are no other buds to take its place. When an Ensete "suckers" by force, its a different thing happening than when Musa do it, its not true suckering like in Musa. So an Ensete can't sucker without having the meristem damaged first.

Yes, they are used for propagation.
