growth will slow down
being further from the light source but also less hours of daylight during the winter months
water less often

is the plant going outside next spring?
transplanting it at this point will make it more difficult to transplant in the spring
or is the 16 inch pot the final pot size?
the smaller pot may also help to not overwater during the winter

a pic would help though to see if it is bursting at the seams and really needs a transplant
