I'm sorry for the situation with your HOA!....Hopefully you have the opportunity to harvest the fruits!....Thanks God I don't have HOA in my community!....
If you are not authorized to trans-plant them in a different spot (permanent spot) in your yard and you want to keep the plants, consider trans-planting them in pots!....Since they will be in pots would be much easier for you "to move them around" in different spots on your property! (you get the idea!).....
