Yes, air layering and germinating from seeds are the preferred ways of propergating peonies accordong to some youtube videos I watched a while ago. And yes, I typically have to wait a year or more to plant some plants I rooted from cuttings as the root system are weak. After the long wait, some will still die after being planted in the ground if I don't keep a vigilant watch on them. I've recently lost a gardenia I rooted and planted two years ago. As the nearby pomegrante tree becomes more established, it hardly get any sun, and I waited too long before transplanting it.
