I don't fertilize or add extra water until it gets hot. If the plants are not already growing rapidly in high heat then not only can the water cause rot but the fertilizer can cause nutrient lock-up and stunt or even kill the plant. Yes, I learned all this the hard way. Unfortunately sometimes when the banana won't grow it is tempting to add even more water and even more fertilizer which only makes it worse. Wait until the summer heat hits and then put the banana outside (start in shade and ease into full sun in a few days) and then follow the usual advice of lots of water and fertilizer.
