I'd bet that they do flower this year. Just give them time and fertize.... Lots of times cuttings retain whatever compounds caused flowering in the adult plant and are well on their way to flowering after their established. Plumerias for example are like that, often flowering the first year after the cutting is taken and then skipping the next year.
