Generally speaking the dwarf bananas are wind tolerant inasmuch as that they are less likely to be toppled by wind. As far as the leaves shredding though there isn't much that can be done about that. A banana plant with thinned leaves would shred less but beyond that I can't say. I've got Dwarf Cavendishes here that have survived 70mph winds
