The best thing i found for these suckers is the Sticky Fly Paper! Hang one up near the plant (Out of young ones reach ). It may not get them all but it will put a major dent on them, cause they seem...

Probably fungus gnats, which probably means the soil is too wet. I have noticed in the greenhouse that if I mix mason's sand in with the potting soil they aren't a problem. Like 1 part mason's sand...

It def looks like a musella lasiocarpa, maybe it is getting ready to flower?? Do they first send out a a small leaf like the flag leaves on musas before flowering?

I wouldn't bother with the light. Plants have a natural cycle, give it a rest in the winter.

Buy any one that has a blue spectrum 6400K if you want vegetative growth and red spectrum if it's flowering.

Buy one within your price range, the higher the wattage the more light and so the faster...

Small ones may not be large enough to support dormancy. I'd let the big one sleep and repot the smaller ones (at least the smallest).

You have three, why not try both and see what yields the best results. Since they've been dug up I don't know how well they'd re-pot right now
