![]() This is common when an older pseudostem is cut or snaps in the wind above a young developing bunch within the pseudostem. Occasionally I have seen people attempt to time this right such that the bunch is at a much lower height, but they never fill out right and end up stunted.
You can see in the photo that it is a very abnormal inflorescence, there are some young fruits and female flowers which indicate this is in the female stage but very stunted, and not just a male bud stuck in the pseudostem.
