Interesting thought, soil should be somewhat neutral correct?

It could be a number of things, not just PH levels
Drainage Lack of fertiliser To much fertiliser Lack of water To much water using insecticides in the evening on foliage weed killer around the plant pets |

So turns out the pH level is neutral, potash and phosphorous are normal but the nitrogen levels barely even register a reading. I wonder if my plants are nitrogen starved? I've tried more watering, less watering with no noticeable change. The drainage seems to be fine with somewhat sandy soil. Could a lack of nitrogen cause this sort of issue?

nitrogen deficiency affects the lower (older) leaves first and progressively works its way up.

Doesn't look like a nitrogen issue. Other nutrients/micronutrients seem to be involved, which is probably why Nick mentioned pH, because it can affect nutrient uptake. Others things can affect it, too, and Mushtaq mentioned several of those.
