why is the new growth not as strong/big as the second piece that grew with the roots? should it be repotted? any info on how to grow these I would appreciate.

I would say so, the plant is bigger then its pot.

They do that indoors. They need full sun to grow strong shoots.

YEP!
That's normal for a "light starved" plant.
You can either try setting it in the sunniest window you have and/or slap a couple lights on it.
If it were mine, I'd snip the spindly section out, cut it into a couple pieces & pot them up, making sure it gets lots & lots of light.

will stay leggy until more sun is provided..will grow and live, but doubt any fruit under thoes conditions..more sun, pots ok for a while..i let mine get a little root bound b4 i repot..when they get fruiting size[10-15 pounds total plant weight]helps to fruit in pots if a little root bound

Thank you everyone for your replies. I will repot this afternoon, as of a week ago the cutting has been put in a south facing window. sunniest spot in the house.

went out & got some potting soil but haven't re potted yet but since i've moved it to a south-west window it's doing better. should I actually snip it still?

Put it in well draining soil.. :^)
...it's sitting in water right now!!
I always liked to let cacti & succulent parts & pieces to "scab over" (dry out) the fresh cut/break before potting, and then water verrrry sparingly so as not to promote rot.
