Blue Java is a variety in the Ney Mannan subgroup and likely a sport or mutation of one of the other varieties from that subgroup. If you're looking for a dwarf variety search the entire subgroup. I'm not aware of a dwarf variety being commercially available but certainly wouldn't be surprised if any exist or have existed in the past.

Don't confuse 6.1.2 (Dwarfism) with 6.2.1 (Pseudostem height)

There was a study done by CIRAD using a Ney Mannan variety that ranged in pseudostem height from 2.1m to 2.9m.

If you are interested in seed production with Ney Mannan there was a study done by IITA.
