Apparently, that note was on the FIRST sheet printed in that series. Since 1981 the Fed Reserve sold the first 'few sheets as un-cut or as un-cut pairs/groups. I think the $20 note was printed 32 notes per sheet.

So someone has taken an uncirculated/un-cut note destroyed its uncirculated/un-cut value by cutting the note and spending (put into circulation). The collector value for un-cut 'new' notes is about 3 to 4 X's face value.
