Most likely if you buy a basjoo plant online, it will be small enough that you can keep inside until next winter. It won't grow much either unless your house is 80 degrees and very sunny! All of my basjoo plants here in PA are covered with leaves for winter.....
Also, don't plan to keep basjoo outside unless the plant is fairly big. Perhaps 3' tall or bigger, in order to give it enough resources to survive a winter.
