Vic,

The damage mightn't be so bad. Once the distal pseudostem and the leaves don't go necrotic... why not wait and see?

If no cigar leaf emerges after a reasonable time; and especially if the pseudostem proximal to the damage starts to swell locally... a little surgery ( a vertical slit in the pseudostem at the area of the choke ) would liberate the shoot...

I do it all the time.
