You can make the bulbs bigger by fertilizing them heavily, but you should still get good production even without it. I generally use organic sources such as tree leaves, grass clippings, free horse manure & home made compost to make sure I have very good soil in my garlic beds. I don't have to fertilize them to get reasonable sized bulbs however garlic seems to be one of the easiest plants to grow and do respond noticeably to fertilization.
