It might not be alive. The Fronds can look alive for a really long time (since it only grows in "Flushes"). They are beautiful plants. I wouldnt start them from seed though. They are painfully slow growing from seed and would probably take over 5 years at least to get to the size of the plant in your pic.
Most people grow them from the pups that grow from mother plants since those grow much faster than plants from seed.

I hope it does come back for you, but if not, get another one because they are great plants and really easy to grow when healthy!
