Default Ponderosa Lemon!

I planted a Ponderosa lemon in a huge pot 2 years ago! I doesnt seem to get thicker in Diameter or height, its about 1.5 ft tall and about 1/2 inch thick! The pot its in is probably a 10 gallon pot (so i dont think its out grown its pot!).

My question is, It produces (currently has 5) lemons on it that are about the size of Softballs. The 5 that are on the are bending the branches low (since tree is so small), which is causing for the tree to lean/pull due to the weight. I have staked the tree up so it wont lean, but am curious why every other tree ive ever planted is growing great (apple planted at same time is 4-5 feet tall, Bananas, and orange planted 1 year after lemon are bigger then this tree). Any suggestions would be great on what could be wrong or what i can do to fix it! I just bought a tomato cage from the store and am going to lift branches up and put the cage over the tree and maybe that will hold up branches! I jsut think its weird!
