Actually not quite, it depends on where you live. And it mostly affects the regions along the Pacific Rim, though El Niņo seems to reduce, while La Niņa is reputed to increase the frequency and severity of hurricanes on your side of the continent.

But keep in mind, that you are dealing with meteorology, like astrology not really an exact science.
