Imperial star is a great and reliable variety here in the colder climates where they're not hardy. I think the cool weather in PSL may actually help if grown from seed since they dont generally bear till the second year. One of the tricks we use to get other varieies to bloom the first year is to grow them for 6 weeks in warm temps indoors followed by 6 weeks of very cool temps simulating the first winter. When placed outdoors in the warm spring most of the plants will grow some smaller chokes that first summer. Ive done it with Green Globe and Violetto. I'd bet you have better success down there.
