Well, finally got an okay from the HOA.
Then I went down to the city and submitted paperwork for the permits. She said, "it will take 3-5 business days to review." After that I called to have the area marked for utilities before I do anymore digging. I don't think there is anything back there, but just to be safe, plus it doesn't cost anything.
