You need to spray your lime trees regularly (monthly) with a pyrethroid like Cyfluthrin (1 Tbsp / gallon water), or with an activated pyrethrin product such as "Evergreen EC". In addition, every time you see tiny new leaves starting you need to spray with Spinosad. About every six weeks you also need to spray with Potassium Bicarbonate (1 Tbsp / gallon water), sold commercially as "MilStop". After about a year, this should eliminate all the harmful insects and the fungal processes they started -- at which point you can lower the frequency of treatment.
