Pretty certain they are annuals. No doubt just reseeding themselves from last year.
Edit...just did some searching and read they are considered perennials in frost-free places and annuals in colder climates. Some species can tolerate winter cold.
BTW, have you ever tried moonflowers? Very similar to morning glories, but larger, white flowers. They bloom at night (hence the name) and are pollinated by moths.
