Soaking the seed is too I guess to hydrate as well as wash out some of the inhibiting chemicals. Any thoughts as to the effect of soaking the seeds under vacuum?

It has been done, primarily to reduce surface tension while sterilizing the seed coat. As far as germination benefits, it does not appear to have any. Plants will not grow without an atmosphere.
