ok kinda like i was saying before.. just don't let anything get close to the barrier.. just take a shovel and lift any shoots and as much rhizome from that shoot as possible and you will be fine.

The neighbors should think about controlling it instead of letting it expand into the fence.
Here's an update on my phyllostachy parvifolia. I consider it very well maintained.
