Yes, I agree the process is pretty cut and dry. My point was that many backyard growers have no idea that these regulations are in place, even for a hobby grower selling 1 or 2 plants a month.

That's a tough call. Madison usually has a good chance of frost/freeze up to the end of April. But then again this year has been very different. I would be more worried about the temp of the soil....
