I think that's normal. If they are fresh they are like planting beans almost 100 percent of them will germinate. From my experience you can expect shoots to appear within 4-6 weeks.

Here's some videos I just uploaded to the gallery. I took them a few months ago.
The plant is a Raja Puri and the videos show another easy way to seperate the pups - using a pry bar.
