If I had to guess it is probably to verify if your plant is indeed what you think it is. Usually the flower is a good way to ID banana plants.

Yep, cut it off if it is unsightly but do not dig. All of your bananas are connected to an underground corm and you will kill all of them if you dig it up.

I do not think it is a good idea to remove all the pups. The corm makes pups because when a psuedostem fruits it dies and it needs a pup to make a new plant.

You overfertilized. Straight fertilizer plus lots of rain means it got hit all at once. This is one of the reasons I stick with time release banana fertilizer.

Your florida should be fine. The leaves look like they have more light green instead of straight white strips like my Ae Ae and should take sun easier. Water well and fertilize and post if it fruits....
