When to cut flower

The Pstem is only 6ft. The mother was off to a bad start after winter, so the pups are bigger from last year. It grew into.my plastic winter cover, and bent over, so I had to cut to the healthy part....

Planted in the ground. The "box" was to keep grass out, and hold mulch. There is also fencing for winter. I am going to have to expand it and cut out 2 pups of pups this fall. I think the dimensions...
