I need some help. I would like to know if I can ship a banana corm with no soil from Florida to California? Any advice would be appreciated.

Need help to ID these please.

I took this pic while driving by a restaurant a few days ago. I'm just wondering in anyone can help me ID these.
They sort of resemble Hua Moa or Populou. But it had way to many fruit on the bunch....
