I don't think its getting too much water if this happens. A healthy banana plant that is actively growing really can't get too much water. I think its a good sign. I look for this when I plant bare...

Roots never form suckers, they only come from the corm.

As Tog pointed out, water suckers form from bits of corm and from chopped down plants because the shoots need to immediately start...
